Clean Energy Implementation Plan

In 2019, Washington passed the Clean Energy Transformation Act (CETA), committing the state to a 100% clean electricity supply by 2045. Clean energy under CETA means power that does not release greenhouse gases as it is generated - such as hydropower, solar, wind, geothermal, hydrogen, and certain biomass resources.

What is the Clean Energy Implementation Plan (CEIP)?

Every four years, Pend Oreille PUD is required to submit a Clean Energy Implementation Plan (CEIP) to the Washington State Department of Commerce. The CEIP serves as our roadmap for how we will transition to carbon-free electricity.

This plan outlines steps such as energy efficiency, demand response, and renewable energy targets, as well as actions to ensure all customers benefit from the transition. It also requires us to identify vulnerable populations and highly impacted communities so we can set goals that prioritize an equitable transition.

  • Highly impacted communities are geographic areas identified by the Washington Environmental Health Disparities map as experiencing inequalities tied to health, climate, environmental, or social factors.
  • Vulnerable populations are groups facing higher risks due to factors such as limited income, high housing and transportation costs, limited access to food or health care, or language and cultural barriers.

Why Your Input Matters

The development of the CEIP must include a public process. Your participation helps us make sure the transition to clean electricity does not unintentionally harm vulnerable populations or highly impacted communities. By sharing your thoughts, you can help guide how Pend Oreille PUD sets its clean energy goals and ensures an equitable future for everyone.
